71.3 percent(?) of those in prison are Malays when only about 50% Malays in Malaysia - UMNO-BN failure?

Some 33,500 of the 59,600 convicts in prisons in this country are because of drug offences and they represent 56 per cent of the total number of prison inmates nationwide. Director of Inmate Management of the Prison Department, SAC Nordin Muhamad said of the total, 71.3 percent of those in prison are Malays and 66 per cent of them are between 22 and 40 years old.
In the media report, it was stated that  '71.3 percent of those in prison are Malays' - was it with regard to the total number of persons for all crimes, or was it just with regard to drug offences? It would be good to know how many Malays are in Malaysian prisons - is their percentage more than the national average?

It is difficult to get statistics about the Malay population, since now most statistics is about the number or percentage of 'Bumiputra'(a concept introduced by UMNO-BN, which really do not clearly indicate who are the Bumiputra other than possibly the Malays and natives of Sabah and Sarawak). In any event, some government websites had the information that stated that the Malay population at present is about 50%.

Many of the crimes are committed by persons who are poor. How many of these persons in prisons committed the crime because they are poor? 

UMNO has been part of the ruling coalition, today the Barisan Nasional, has been governing Malaysia since Independence ... As such, if the Malay percentage in prison is above the percentage of Malays in Malaysia, the government seriously need to look into this matter. The link between poverty and crime also need to be looked at.

KUALA LUMPUR: Some 33,500 of the 59,600 convicts in prisons in this country are because of drug offences and they represent 56 per cent of the total number of prison inmates nationwide.

Director of Inmate Management of the Prison Department, SAC Nordin Muhamad said of the total, 71.3 percent of those in prison are Malays and 66 per cent of them are between 22 and 40 years old.
"What is worrying is the involvement of our citizens in drug abuse. Only 11 per cent of prisoners due to drug offences are foreigners," he said while sitting as a panel member of an anti-drug forum, here today.
The forum organised by the Malay Consultative Council in collaboration with the Malaysian Crime Prevention Foundation (MCPF), the Malaysian Drug Prevention Association (Pemadam) and Utusan Melayu Bhd, was attended by over 100 participants specially invited to find a more effective plan to fight drug abuse.

Meanwhile, principal assistant director (International) of the National Anti-Drug Agency (AADK) Hamizan Haidzir expressed concern over the rising number of drug abuse cases in this country.

In 2016 (last year), the number of arrests for drug offences stood at 30,844 people compared to only 26,000 in 2015 (the previous year).

"Drug abuse is on the rise throughout the world, particularly with the entry of synthetic drugs which have negative effects on the central nervous system."

Hamizan said the authorities will intensify its efforts to fight drug abuse by increasing the frequency of raids on premises with the aim to trace and arrest those involved in drug abuse.

Criteria to be given Bumiputra Status - Controlled Public Listed Companies


The company is directly controlled by Bumiputra institutions / groups / company which is known as the only major owner with at least 35% voting power within the company or agregately the owner consists of 2 or 3 Bumiputra institutions / groups / company known having at least 35% voting power. In addition, theere is no Non-Bumiputra institutions / groups / companies holding more than 10% voting power or aggregately Non-Bumiputra instituions / groups / company known as substantial shareholders having not more than 24% voting power.
  1. The equity holding of the Bumiputra institutions / groups / company are not collaborating either directly or inderectly with any Non-Bumiputra institutions / groups / company.
  2. That Bumiputra institutions / groups / company is the rightful owner and has the ability to use the voting power as equity holder and able to make decision without being affected by any other party.
  3. At least 51% of the Board of Directors including the Company's Chairman / Chairperson is Bumiputra.
  4. The Managing Director or / and Chief Executive Officer are Bumiputra.
  5. At least 51% of its management team / personnel, professional and supervision staff are Bumiputra.
