Malaysia is a Federation... and whilst the UMNO-led Barisan Nasional government governs Malaysia, and all the States save for 4, we have to look at how the Federal Government and the various State Government fared with regard the annual test of human rights (remembering that Pakatan Rakyat has governed 4 States since March 2008...i.e. certainly more than a year.
Najib failed the annual human rights test, and got an "F" from SUARAM....
How did Khalid Ibrahim (MB Selangor) fare in this annual human rights test?
How did Lim Guan Eng (CM Penang) fare in this human rights test?
How did Nik Aziz (MB Kelantan) fare in this human rights test?
How did Azizan Abdul Razak (MB Kedah) fare in this human rights test?
Did the Pakatan Rakyat score an A or B or C...., or did they also get an "F"?
Not to evaluate these and other state government in the light of human rights will not be right...and may be seen as partisan or discriminatory? Let's wait for SUARAM's test results for the Pakatan Rakyat state governments, and also the other BN State governments...
In fact, let us even go further and evaluate Local Governments - i.e. the Local Councils. Maybe this year a sampling of the Local Councils can be done....
Watchdog Suara Rakyat Malaysia has given the country and the Najib Administration a great big 'F' over its human rights record.
Suaram founder Kua Kia Soong (left) even likened Malaysia to an authoritarian 'Banana Republic'.
"Even this is putting it mildly," he told a press conference in Kuala Lumpur this morning, during which he discussed the main points of the Suaram annual report on human rights in Malaysia.
Suaram activist John Liu echoed this view when describing Malaysia's deplorable track record, especially in detentions without trial and curtailing freedom of assembly.
"(Premier) Najib (Abdul Razak) is clearly showing signs of authoritarianism. The government has displayed intolerance to civil disobedience and dissent," he said.

Remember silence sometimes means consent....and if the State government was silent when it happened in its State, then they will also score an 'F' (or maybe an 'E")
On freedom of religion, the Allah issue, etc - remember that all this have its roots also in State Enactments and State policies.. And, if there is no step to address this, then of course they may also fail on this aspect of human rights...
States may claim that in many matters, they do not have the power to do anything - but a failing to even state its position or clear policy on this matters when it happens especially within the State will affect the score that they will get...
SUARAM can and should give us their evaluation for at the very least these 'alternative' State governments of Selangor, Penang, Kedah and Kelantan...
Being an unbiased human rights organization, it must also demonstrate its unbiasness and independence..
Point out especially the pro-human rights steps that these Pakatan Rakyat states have taken since March 2008 so that Najib and the other BN ruled States will have an example to emulate and improve their grades in the coming year...
